菅首相と海江田経産相の間で亀裂深まる 中山政務官「菅さんがストレスを与えている」
原子力行政をめぐり、菅首相と海江田経産相の間で亀裂が深まっている。この現状に、閣僚や与野党から発言が相次いだ。原発被害者への賠償を支援する原子力損害賠償支援機構法案が、8日から衆議院で審議入りした。本会議場の壇上では、菅首相と海江田経産相が隣同士になった。菅首相と海江田経産相の間では7日、海江田経産相が自らの辞任を示唆したことで亀裂が表面化した。7日の参院予算委員会で、海江田経産相は「いずれ時期が来ましたら、それは私も責任を取らせていただきます」と述べた。海江田経産相は6月29日、玄海原発の地元・佐賀県を訪れ、「安全宣言」をしたうえで、再稼働への道筋をつけた。ところが、6日になって、菅首相が突如、「ストレステスト」と呼ばれる新たな安全試験を行う方針を示したことで、はしごを外された形になった。海江田経産相は8日の会見でも、「私が玄海に行く時は、そういう話はありませんでした」、「再稼働について、この『ストレステスト』をからめようということをおっしゃったのは、菅総理だと、私は認識しています」と述べ、突然の方針転換に不満をにじませた。海江田経産相は8日、今後の大きな焦点となる進退について、本会議場で「出処進退の時期は、私1人で決めさせていただきます」と述べた。経済産業省で海江田経産相を支える中山義活経済産業政務官は、「後ろから鉄砲を撃ったりなんかして、菅さんがストレスを海江田大臣に与えてるわけですよ。ポッポッと思いつきみたいに出てきているという、今の菅さんのやり方について、わたしたちは、ちょっと憤りを感じると」と述べた。また中山政務官は、そもそも2人に亀裂が入った原因は、菅首相が新たに設けた原発担当相にあると語った。中山政務官は「海江田大臣も(原発の)安全のためにやってるわけですよ。なんで、それを分けてね、細野(原発担当相)の方は安全委員会を置くと、安全の方は細野さんがやっていくんだと。こういうことになると、海江田さんだって、『やっぱりおかしいぞ』となることは当たり前でね」と述べた。さらに、それ以前に、菅首相と海江田経産相の間で不協和音が表面化したのが、5月のG8サミット(主要8カ国首脳会議)で菅首相が行った「約1,000万戸の家の屋根に、すべて太陽光パネルを設置することを目指してまいります」という発言だった。「太陽光パネルをおよそ1,000万戸の屋根に取りつけたい」と話した菅首相だったが、海江...
