東京電力福島第1原発事故の賠償を円滑に進めるための「原子力損害賠償支援機構法案」が8日、衆議院本会議で審議入りした。菅首相は原発事故に関連し、「失政を押し付けて責任を逃れるのは、恥の文化に反する行為だ」と述べ、長年与党として原発行政を進めてきた自民党や公明党にも責任の一端はあるとの認識を示した。衆院本会議で自民党の額賀 福志郎議員は「昨年6月、菅内閣は、総電力に占める原子力の割合を、将来的に50%に高めるということを閣議決定しております」と述べた。菅首相は「今回の特に原子力の事故に関して言えば、もちろん現政権にも大きな責任はありますけれども、これを長年進めてきた中心的な政党は、自由民主党であるわけでありまして」などと述べた。公明党の佐藤茂樹議員は「失政に次ぐ失政を重ねながら、地位に異常な執着を見せ、自らの延命のためだけに首相の座に居座り続ける。歴史の審判で恥知らずな史上最低の首相とのらく印が押される前に、1分でも、1秒でも早く潔く身を処すべきであると」と述べた。菅首相は「失政に次ぐ失政というようなご指摘をいただきましたけれども、長年与党であった公明党の皆さんにも、そうした責任は少なくともその一端はあるわけでありまして、他人にすべての失政を押し付けて、その責任を免れようとすることこそ、私は恥の文化として反する行動だと」と述べた。福島第1原発の事故の責任について菅首相は、「現政権、わたし自身に大きな責任があるのは言うまでもない」としたうえで、長年与党にいた自民党や公明党の責任を指摘して、責任を分かち合うべきだとの認識を示した。自民党の小泉 進次郎議員は「開き直りじゃないですか? もう失うものがない。何言ったって、失言したって怖くないというかね、そういう印象を受けましたね」と述べた。一方、7日、海江田経産相が、原発の再稼働問題で政府の方針転換で混乱を招いた責任を取り、辞任を示唆したことについて、自民党の額賀 福志郎議員が、「辞任する大臣が所管する法律案の審議で、成果は挙がらない」と指摘したのに対して、海江田経産相は「今、解決しなければいけない問題については真摯(しんし)に、そして全力を傾注して、これの解決のために頑張っていく。出処進退の時期は、私1人で決めさせていただきます」と述べ、当面の辞任を否定した。また、みんなの党の柿沢未途議員が、「脱原発」を争点とした衆議院の解散・総選挙...
