菅首相は衆議院の震災復興特別委員会で、原子力発電所の再稼働をめぐる政府の統一見解発表までの混乱を陳謝したうえで、「安全性・国民の理解を得るうえで重要な一歩だ」と強調した。また、菅首相は、将来の政府による原発の国有化も含めて議論する必要があるとの考えを示した。菅首相は「多少の私の不十分さ、あるいは指示の遅れなどがあって混乱やいろんなことを招いたことは申し訳ないと思いますが、結果としてこういう形で国民的にも納得していただけるより可能性の高い形で物事が進められることは私はよかったと、このように認識しております」と述べた。自民党の高市早苗氏らが、11日に発表された停止中の原発の再稼働をめぐる統一見解発表までの混乱を批判したのに対し、菅首相は陳謝したうえで、「国民から閣内の意見が分かれているのではないかと思われることがプロセスの中であったことは率直に認めたい」と答弁し、閣内不一致があったことを認めた。そのうえで菅首相は、日本版ストレステストを盛り込んだ統一見解は、海江田経済産業相、細野原発担当相、枝野官房長官の3大臣による提案を自身が了承したものだと説明し、「安全性、国民の理解を得るという点で重要な一歩で前進だ」と強調した。さらに菅首相は、総電力に占める原子力の割合を2030年までに53%に高めるとした政府のエネルギー基本計画に関して、「白紙撤回し、そう遠くない時期に新たに政府の中長期的なエネルギー政策の全体像を示す」と明言した。菅首相は「白紙に戻して考えるべきだ。そういう意味では、原子力に対する依存度は下げざるを得ないし、下がってくると。その前提の中で物事を考えていく必要があるだろう。そう遠くない時期に政府全体としてもまとめてお示ししたい」と述べた。さらに、自民党の西村康稔議員が、将来的に原発を民間事業から切り離す可能性をただしたのに対し、菅首相は、国有化を含めて議論する必要があるとの考えを示した。菅首相は「民間企業という形がそれを担えうるのか、これは各国の例を見ても必ずしもそうではないところもあります。そういったことも含めた議論が必要になるというご指摘は、私もその通りだと思っています」述べた。一方、細野原発担当相は、福島第1原発事故の収束に向け、7月19日に予定される新たな工程表の発表にあわせて、目標となる「原子炉の冷温停止」の再定義について説明する意向を示した。
