福島第1原発事故　賠償金仮払い法案、参議院本会議で野党の賛成多数で可決

福島第1原発の事故の賠償金の一部を東京電力に代わって国が仮払いする法案が、15日の参議院本会議で野党の賛成多数で可決され、成立は、衆議院での修正協議に委ねられることになった。この法案は、自民党・公明党・みんなの党・たちあがれ日本・新党改革の野党5党が参議院に提出したもので、原発事故の賠償を急ぐため、賠償金の一部を東京電力に代わって国が仮払いすることが盛り込まれている。これに対し民主党は、あくまで東京電力が賠償を担うことが基本だとして、国による仮払いを原則としないよう修正を求めていたが、14日までに協議が決裂し、15日の参議院本会議で、野党の賛成多数で可決された。法案は衆議院に送られるが、与野党は、衆議院で審議中の原子力損害賠償支援機構法案とあわせて、あらためて修正協議を行う方針で、合意すれば、今国会中に法案が成立する見通し。
