この夏の電力は足りるのか、それとも足りないのか。東京電力は15日、条件つきながら東電から関西電力エリアへの電力を融通する可能性に言及した。街では、東電の電力が本当に逼迫(ひっぱく)しているのか、疑問の声も上がっている。高校野球、夏の甲子園大会の予選が行われた東京・昭島市の球場に横づけされた救急車。高校野球の試合を応援していた9人が、熱中症で搬送された。「酷暑列島」日本は、15日も全国77地点で2011年最高の気温を記録した。東京・港区の麻布十番商店街では、各店で節電ポスターを掲げて、商店街を挙げて節電に取り組んでいるという。毎年50万人が訪れるという夏の一大イベント、麻布十番納涼まつりも、節電で中止となった。店の人は「われわれも節電して、暗いところで仕事してるんだからね。(納涼会中止は)残念だけど、やむを得ない」と話した。各地でさまざまな節電対策がとられる中、気になるのは東京電力の電力事情。15日、世界最大級ともいわれる揚水発電所「今市発電所 鬼怒川制御所」の内部が公開された。電力需要の少ない夜間に水をくみ上げ、必要な時に放水して発電する。ピーク時の電力の一部をまかなえると期待されている。東京電力鬼怒川制御所長の須永和史さんは「起動指令を与えてから約3分。フルパワーまで約5分。非常にハンドリングのいい発電所になっています」と話した。一方で、ちまたで電力不足の切り札とささやかれているのが、電力会社以外で発電される、いわゆる「埋蔵電力」。神奈川・横浜市資源循環局金沢工場では、ごみ焼却の際に発生した熱を利用して発電を行っている。しかし、取材で見えてきたのは、埋蔵電力を東京電力側が活用しきれていないという現実。JR東日本の川崎発電所では、最大でおよそ65万kWの発電量を誇る。しかし、余った電力を、東電には供給してないという。JR東日本広報担当者は「(東電に)電力を融通する準備はしています。まだ、東電側からの要請はありません」としている。東電側は15日、管内の自家発電能力およそ1,600万kWのうち、実際に活用できる電力について、「送電線が、そもそもつながっていないとか、さまざまな問題があるので、供給力としてカウントできるのは、160万kW程度というふうにみております」と話した。しかし、そのさまざまな問題については、明確には答えなかった。さらに、この会見で、東京電力は「西日本で極めて需給が逼迫しているという状況...
