松本復興担当相が、被災地で「知恵を出さないところは助けない」などと発言したことに、民主党内から公然と辞任要求が上がり始めた。松本復興担当相は4日、発言を陳謝する一方、辞任は否定した。しかし、松本復興担当相に対して、被災地から反発の声が相次いでおり、野党だけでなく、民主党内からも公然と辞任要求が上がった。民主党の勝又 恒一郎議員は、ウェブサイトで「松本氏の即刻辞任」を要求し、「菅総理が今回こそは逃げずに任命責任を明らかにするよう」求めている。4日夜、「松本大臣の言葉が、被災地に配慮が足りなかったと思いませんか?」、「問題ないという認識ですか?」などと質問が飛んだが、菅首相は答えなかった。4日午後、松本復興担当相は「(今回の発言について、首相や枝野長官に報告は?)まったくありません。電話もありません」と述べた。菅首相も党執行部も事態収拾に動く姿勢を見せず、菅首相の退陣表明でレームダック化した政権の機能不全ぶりが浮き彫りとなっている。
