電力の使用制限令が7月1日から発動される。列島各地で猛暑が続く中、「節電の夏」がいよいよ本格化し、土日に操業する企業は木曜、金曜を休みにするなど、試練の夏を乗り切るさまざまな試みが始まっている。さんさんと照りつける刺すような日ざし。記録ずくめの6月猛暑は、6月30日も続いた。三重・津市の街の人は、「異常に暑いです」、「(7〜8月のことは?)もう考えたくないです」と話した。6月最終日は、三重・桑名市で37.3度を観測するなど、全国の30地点で35度以上の猛暑日となった。こよいも熱帯夜の東京だが、7月1日からはさらなる試練が訪れる。街の人は、「エレベーターと自動販売機、あとは各階に給茶機があるんですよ。全部廃止、停止になっちゃいました、残念ながら。もう倒れそうですね、本当に」、「トイレの便座が冷たく、きょうからなりました」などと話した。いよいよ7月1日から発動される電力使用制限令は、大企業など大口需要家に対し、15%の節電を義務づけている。発動前日の6月30日、すでにさまざまな動きが見られた。地下鉄・東京メトロのホームでは、すでにエアコンが停止された。鉄道事業者は、朝夕のラッシュ時の節電は一部緩和されるが、平日の午後0時から午後3時の間は、15%の節電が義務づけられる。車内の冷房はなるべく落とさないなど、サービス低下を抑えながら、自動発券機の一部を停止したり、構内の照明を一部消灯するなど節電を行う。そして、自動車業界にも動きがある。群馬・太田市の工場では、普段はおよそ1,300人が作業をしているという時間帯、機械は停止し、工場内に人影はなかった。メーカー14社が7月から一斉導入する木金休業が6月30日、一部メーカーで前倒しでスタートした。代わりに土日に操業し、電力のピーク需要の緩和を目指す。自動車業界のこの動きは、意外なところにも波及している。愛知・名古屋市平区の名古屋観光ホテルでは、自動車関連会社の客を当て込み、木曜日と金曜日にブライダル相談会を開催する。トヨタ自動車の木金休業にあわせ、平日のブライダルプランを充実させるという。営業担当者は「出勤体制ですとか、人員体制も木曜日、金曜日も土日と変わらない体制を敷くということで、われわれも木金シフトというのを導入して、この3カ月間は対応していく」と語った。いよいよ訪れる節電の夏、試練を乗り越える知恵が試されようとしている。
