[뉴스웨이TV] 한나라당, 일반사병 순직 보상금 상향 추진 : 군장병,무공훈장,보상지급기준,순직,여의도연구소장,진수희,천안함,한나라당,한주호,해군ㆍ영상길이 : 02:56ㆍ등록자 : 뉴스웨이ㆍ등록일시 : 2010.04.13 (15:48) [촬영/편집 = 이인수 기자](서울=뉴스웨이 윤미숙 기자) 천안함 침몰 사건을 계기로 순직한 군 장병들에 대한 보상 및 예우 현실화 문제가 대두되고 있는 가운데, 한나라당이 일반사병 순직 보상금을 1억원으로 상향 조정하고 위험직무 순직 기준을 신설하는 내용의 '일반사병보상특별법' 제정에 나서기로 해 주목된다. 한나라당 부설 여의도연구소장인 진수희 의원은 13일 원내대책회의에서 "여의도연구소 차원에서 천안함 사건을 계기로 군 장병들에 대한 예우·보상과 관련한 현행 법 체계에 미흡한 점이 없나 검토한 결과, 보상 지급 기준이 비현실적이어서 적정화할 필요가 있겠다고 판단했다"고 밝혔다.한나라당 진수희 의원은 "공무원의 경우 위험직무 순직 기준이 있는 반면, 직무 자체가 위험한 군인의 경우 위험직무 순직 기준이 없고, 일반 사병 순직의 경우 보상금이 3656만원으로 돼 있는데 이는 직업군인인 간부 보다 적을 뿐만 아니라 민간 보상 수준에 비해서도 현저히 낮다"고 지적했다.또 "최근 고(故) 한주호 준위 사례에서 봤듯 무공훈장 수여 기준이 지나치게 제한돼 있어 매번 국군통수권자인 대통령의 의지와 사회 전반적 여론에 의해 수여되는 문제가 있다"고 설명했다.한나라당 진수희 의원은 "개인의 의지와 관계없이 국가방위를 위해 병역의무를 강제하고 있는 징병제 하에서 젊은이들에 대한 최소한의 보상이 필요하다"며 "정부에서는 군인연금법 시행령을 개정하는 방향을 잡고 있는 것 같은데, 당에서 `일반사병보상특별법'을 제정해주셨으면 한다"고 건의했다. 한나라당 진수희 의원은 "여의도연구소에서 위험직무 순직 기준을 신설하고 일반 사병 순직 보상금을 현행 3656만원에서 1억원 정도로 올리는 내용을 담은 법안을 준비 중"이라며 "법안이 마련되는 대로 당 정책위와 국방부 등 관련기관의 논의를 거쳐 가급적 빨리 법제화가 이뤄졌으면 한다"고 말했다. 이에 한나라당 안상수 원내대표는 "당내 논의를 거쳐 하루빨리 입법될 수 있도록 하겠다"고 밝혔다./윤미숙 기자 기사 제보 및 보도자...
