WTO、中国のレアメタルなどの鉱物資源輸出規制を協定違反と認定する報告書を公表

WTO(世界貿易機関)は5日、中国によるレアメタルなど鉱物資源の輸出規制が、WTOの協定違反と認定する報告書を公表した。この問題は、中国がボーキサイトやレアメタルのマンガンなどの鉱物資源について、輸出量の上限や輸出関税などを設定し、外国企業による購入を不当に制限しているとして、アメリカやヨーロッパ連合などが提訴していたもの。WTOの紛争処理小委員会は5日に公表した報告書で、中国の規制はWTOの協定に違反していると認定した。中国側は報告書を不服として、上訴する可能性がある。今回の判断は中国が輸出制限を行い、日米などが撤廃を求めているレアアースの通商問題にも影響を与えるとみられる。一方、アメリカのUSTR(通商代表部)のカーク代表は声明を発表し、「アメリカや世界の製造会社や労働者にとって重要な勝利だ」と、今回の勝訴を歓迎した。
