Il a fondé en 1969 la société "Entreprise et progrès".Il est réformiste ce qui lui vaut une position inconfortable. Le premier point abordé, l'affaire des licenciements de Romans et le problème de l'emploi qui est pour lui un problème essentiel. Les chefs d'entreprise doivent s'en préoccuper. La garantie de l'emploi c'est la garantie des commandes. Il faut en permanence s'adapter au changement des besoins de production. On peut licencier mais en se préoccupant de ce que vont devenir les hommes. Les réformes proposées par "Entreprise et progrès" consistent à accompagner le progrès économique du progrès social. L' expérimentation de la retraite progressive, la libéralisation des horaires souples.Dans les entreprises il existe une solidarité de fait. José BIDEGAIN évoque longuement ce qui lui tient à coeur, l' amélioration des conditions de travail qui selon lui doit se faire en trois points. Il faut harmoniser l'entreprise avec son environnement. Les français doivent revoir la vision qu'ils ont du travail, il faut rémunérer l'ennui, il faut une compensation pour le travail ennuyeux et répétitif par moins de travail ou plus de salaire, sinon les français ne voudront plus le faire. Il est contre le vote de deux ou quatre salariés dans le conseil d'administration d'une société : aller vers un système du type démocratie politique, c'est méconnaitre sa technicité, ses contraintes, mais l'entreprise ce n'est pas non plus un régiment où quelqu'un décide et a des pouvoirs pour décider.
