국토해양부는 지난 5월1일 발표한 건설경기 연착륙 및 주택공급 활성화 방안 내용 중 '택지개발지구 내 단독주택 가구수 제한 규정 폐지'를 반영한 '택지개발업무처리지침'을 31일부터 시행한다고 30일 밝혔습니다. 개정안은 우선 신규로 공급되는 공공택지 내 공동주택용지 중 85㎡ 이하의 공급비율을 현재 60%이상에서 70% 이상으로 상향조정하기로 했습니다. 따라서 전용 85㎡ 초과, 중대형 아파트 용지의 상한선이 종전 40%에서 30%로 축소됩니다. 이어 택지개발지구 제1종 일반주거지역 내 단독주택 가구수를 최대 5가구 이하로 제한하고 있는 규정을 폐지했습니다. 해당 지역의 주차장과 상하수도 등 도시기반시설의 용량 등 여건이 허락한느 범위에서 단독주택의 가구 수를 늘려 전·월세용 주택공급을 확대하기 위해서입니다. 다만, 제1종 전용주거지역은 쾌적한 주거환경 우선의 취지를 살기기 위해 기존의 가구 수 제한을 그대로 유지합니다. 또한 블록형 단독주택용지의 용적률을 현행 100% 이하에서 150% 이하로 완화했습니다.블록을 하나의 개발단위로 공급함으로써 신축적인 부지 조성 및 주택건축이 가능하도록하는 취지는 살리되, 토지의 효율적인 이용을 위해 국토계획법에서 허용되는 범위에서 용적율을 완화했습니다. 이와 함께 원칙적으로 준공된 택지개발지구는 준공일로부터 10년간 준공 당시에 수립된 지구단위계획을 유지하도록 규정돼 있으나 준공된 택지개발지구에도 이번 개선내용이 반영될 수 있도록 10년이 경과하지 않았더라도 1회에 한해 변경할 수 있도록 했습니다.
