11日、菅首相と党首会談を行った国民新党の亀井代表は、3次補正予算案についても、逃げずに取り組むよう進言した。国民新党の亀井代表は「野党も党内からも、『延命を考えているんだろう』と。『そういうものを恐れておったらね、現地の復興対策は全然進まないんだよ』と(進言した)」などと話した。この亀井代表の申し出に、菅首相は、3次補正の指針となる復興基本方針を7月中にまとめる意向を示した。こうした中、海江田経済産業相が辞任の意向を示すなど、もめにもめていた原発の再稼働をめぐる問題で、11日、政府の見解が示された。枝野官房長官は「欧州諸国で導入されたストレステストを十分に参考にしてまいります」と述べた。枝野官房長官が、海江田経産相、細野原発担当相らと調整し、発表した。EU(欧州連合)で行われているストレステストを参考に、2段階の評価で稼働、再稼働を判断することを明らかにした。
