菅首相批判の急先鋒(せんぽう)、西岡参議院議長が、民主党議員に対して「決起」を呼びかける論文を、近く発表する予定であることがわかった。西岡参院議長は5月19日、「(菅首相のどこがだめ?)全部です」と述べていた。FNNが入手した文書では、「今国会に即刻、民主党から衆議院で内閣不信任案を、参議院で菅首相問責決議案を同日に提出することです」と、民主党から内閣不信任案などを提出することを提案。ますます厳しい立場に追い込まれつつある菅首相。12日の国会では、自民党の西村康稔議員が、「総理は、まさにこの玄海の原発が立ち上がろうとする寸前、直前に、このストレステストを持ち出されました。原発をすべて止めようと、そういう思いを持っておられるのではないですか」とただした。これに対し、菅首相は「そういった、何か先入観でもってやったということは、まったくありません」と述べた。菅首相は、原発再稼働問題をめぐる政府の統一見解発表までの混乱を陳謝したものの、「結果として、こういう形で、国民的にも納得のしていただける、より可能性の高い形で物事が進められることは、私はよかったと」と、新たな安全評価の導入自体は間違っていないと強調した。そんな12日の委員会で波紋を広げたのが、菅首相が発した、あるつぶやき。自民党の高市議員が、食べ物からの内部被ばくに関する質問をしている最中、菅首相が「厚生労働大臣を呼べばいい」と、乱暴な口調でつぶやいたことに、高市議員が激怒。高市議員は「何をおっしゃっているんですか、総理。『厚生大臣呼びゃあいいじゃないか』と総理はおっしゃいました」と批判した。すると、民主党の黄川田(きかわだ)委員長から、「先ほどの発言はですね、私もですね、やはり総理としてふさわしくない」とたしなめられ、菅首相が陳謝した。菅首相は「申し上げ方(が不適切だったこと)については、おわび申し上げます」と述べた。その菅首相に対しては、秋田県で行われている全国知事会で、原発を抱える県の知事たちから、さまざまな意見が聞かれた。佐賀県の古川知事は「菅総理が、この夏はみんなで(原発の)再稼働なしで乗り切ろうと思っておられるのであれば、私は、それも1つの政策だと思います。そうであれば、正面切っておっしゃればいいのにと思います」と述べた。福井県の西川知事は「ストレステストについては、内容が十分はっきりしておりませんし、期間も明らかにせ...
