Feb 7th 2011 viewed eagles from Illinois Waterway Visitor Center across the Illinois River from Starved Rock State Park. It was overcast with light snow. The river is mostly ice covered and the eagles fly over the open water on the down side of the dam.

Here are photographs of the Bald Eagles that congregate in the winter time near Conowingo Dam in northern Maryland. The day I was up there, the eagles were a bit shy but I think I got some good pictures using my EOS 7D SLR with a Sigma 50-500mm OS lens.
