菅首相は、原発を将来全廃する方針を表明した13日の記者会見について、15日朝の閣議の後の閣僚懇談会で、「個人の考え」と説明した。野田財務相は「(閣僚懇談会で菅首相は)自分の原発に対する、あるいはエネルギー政策に対する考え方を、その都度、断片的にお話されていたことを整理して、個人の考えとしてお示しをしたと」と述べた。菅首相の「脱・原発」発言をめぐり、事前の調整がなかったことに、閣内や民主党内から強い反発が出ていて、菅首相は閣僚懇談会で、「個人の考えとして示した」として理解を求めた。中野国家公安委員長は閣僚懇談会で、「菅首相に真意を説明していただきたい」と求め、枝野官房長官は、来週早々にも菅首相が閣僚に説明をする場を設ける考えを示した。中野国家公安委員長は「(首相が言う時には)政府の見解・政府の要請という意識を皆さんが持たれるので、そのことを意識した行動をとっていただきたい」と述べた。
